I would like to be able to move existing test runs into a test plan - new or existing.

Furthermore - I would like to have the ability to add Test Plans and/or Test Runs to a Milestone and have those be associated specifically to a Milestone and not ONLY test cases

This would allow me to reuse test cases in more than one milestone and track Test Plans and Test Runs in completed milestones in reports for example while keeping my test cases autonomous and reusable.
