Add API Call/Endpoint for Test Run Report Generation

Currently it seems that reports for test runs can only be generated via the web interface, and only public reports seem possible. Having the option for internal only reports, and report URLs that can be returned via API (or with webhook on run completion) would be beneficial.

The public status of a run report can be switched using this API method: https://developers.qase.io/reference/update-run-publicity
In the response upon setting a run public, you will get the URL link for it.
