Given a run has been linked to a Jira Ticket 
When the "Qase Runs" plugin is activated in Jira  
Then everyone - including non Qase users - can view the Run information & status bar in Jira

We currently get a lot of "I can't see it" when Jira users click the link and then we have to share the public link to the run anyway. We need the public link to be the link in the integration.
