Slack: send report if run failed or fixed

Current Slack integration can send messages about Completed runs, but that's not what I'm looking for.
I want to have Slack alerts ONLY if run contains failed tests OR if current run is green (no failed tests) and previous run has failed tests - so it would mean that problem has been resolved.

In our organisation, Slack notifications are calls to action. That'd be very useful to have this feature available (Notification on "failed run only" specifically).

having a report about the run, when completed would also help, including a summary of Defects created/linked in this run
