Slack: send report if run failed or fixed

Current Slack integration can send messages about Completed runs, but that's not what I'm looking for.
I want to have Slack alerts ONLY if run contains failed tests OR if current run is green (no failed tests) and previous run has failed tests - so it would mean that problem has been resolved.

My team would really like this feature. Currently the slack notifications seem a bit spammy and the ability to only report on failures would help a lot.

In our organisation, Slack notifications are calls to action. That'd be very useful to have this feature available (Notification on "failed run only" specifically).
